Supplementary Notice on Tendering of 2015 Major Special S&T Projects in Shanxi Province

Municipal science and technology bureaus, relevant provincial commissions, offices, departments, and bureaus, relevant universities, research institutes, and enterprises, and relevant institutions, 

In order to effectively implement the tendering of major S&T Program projects of Shanxi Province in 2015 and ensure that all related activities such as bid opening and evaluation take place in a fair, impartial, open, orderly and efficient manner, all bidding organizations are required to submit their bidding materials as follows:

I. To facilitate the prevention of repetition of bid evaluating experts and the implementation of the expert avoidance mechanism, a list of all personnel taking part in the project for bidding shall be submitted separately without being sealed .

II. To facilitate timely and accurate reading of bids at the time of bid opening, a project introduction shall be provided, which shall contain the following information: project number, project name, bidders, partners (collaborators), organizing (recommendation) departments, project leader, chief expert, total investment of project, application for government guidance funds, self-raised funds, project’s expected goals, and period of project implementation. The document shall be prepared separately and sealed along with the original tendering documents.

III. The personnel taking part in bid opening shall take along the bid reporting authorization letter issued by the bidding organization and affixed with its official seal, and a list of all personnel taking part in the project reporting and question answering session shall also be provided , including project leader, chief expert, bidding organization’s principal, financial officers, and other main researchers. In principle there shall be three to five persons taking part in the question answering session for domestically tendered projects and not more than nine persons for internationally tendered projects. These documents shall be provided separately without being sealed .

IV. Bidding documents shall be provided in seven (rather than three as in the past) identical copies (seven identical Chinese copies and seven identical English copies for internationally tendered projects) to facilitate evaluation by bid evaluating experts.

V. The bid submitter shall provide a letter of introduction issued by the bidding organization and affixed with its official seal .
