Invitation for International Bidders ---2015 Major Special Science and Technology Projects in Shanxi Province

To accelerate the implementation of the innovation-driven development strategy and bring the foreign cooperation and opening-up level in Shanxi province to a higher level, the Shanxi Science and Technology Department has decided, in accordance with the Notice of the Shanxi People’s Government Concerning the Circulation of Guidelines for the Development of Clean, Safe and Low-Carbon Technology Projects Arranged with Priority Centering on the Coal Industry) [Jin Zheng Fa No (2014) 8], to call for international tenders for two scientific and technological major projects, so as to take advantage of the technological resources from home and abroad in resolving key or common technological problems in the leading sector of Shanxin province’s economy.

The solicitor for this tender is the Shanxi Science and Technology Department. All procedures in the bidding process will be carried out in accordance with the Interim Administration Measures on Bidding for Science and Technology Projects (Guo Ke Fa Ji Zi No [2000] 589) and the Administration Measures on Major Special Science and Technology Project (Jin Zheng Ban Fa No [2014] 54).

Details of bidding are as follows:

I.  Bid numbers and project names

Project Name: Research and development on significant hydraulic pressure basic components and related key technology

II. Bidding content and implementation

The bids can be designed with an integration of methods including basic research, application research, technology development, experiments and industrialization. The bids can be implemented through flexible ways such as academic exchanges, mutual visits of experts, talent training, research and development, R&D team building, joint establishment of R&D centers, experiments and transfer of process packages. After its implementation, the project should tackle key or common technological problems, set up an international joint R&D center in the Shanxi Science and Technology Innovation City and actively promote the industrialization of the results.

Interested parties can bid for an entire project or for specific technology that is part of the projects. For further detailed information, please refer to the 2015 Information Form on Major Special Science and Technology Projects in Shanxi Province (Appendix 1). III. Qualification of bidders

Eligible bidders should be business-dominated consortiums that integrate domestic or international businesses, higher education institutions or research institutions with independent legal standing in the mode of industry-university-research cooperation. At least one party in the consortium must be an international unit. Detailed requirements follow:

1.  The institutions of higher learning and research institutions should have a strong R&D team, favorable conditions for experiments, a solid foundation for international cooperation and a high level of management.

2.  Eligible bidders should have a first-class R&D team, favorable experiment conditions, strong capital resources and adequate financing abilities. For project implementation, the bidder should boast a good foundation for international cooperation and strong management level. It should also have the capability to implement a pilot scale experiment and industrialize the resulting projects.

3.  The working partners should have a rational and practical protocol with consistent goals; balanced responsibilities, rights and benefits; agreement on intellectual property; and a clear division of working duties.
VI.  Project budget and implementation period

The total financing for the completion of the bid consist of two parts: assisting funds from the bid solicitor, being financial allocation from the Financial Department of Shanxi Province; and funds raised by the bidder. The proportion of funds allocated by the bid solicitor will be determined through negotiation and will be provided annually according to the progress of the project. The project should be completed in two to five years.

V.  Bidding documents

The bidding documents include: 2015 Bidding Application Documents for Major Special Science and Technology Projects in Shanxi Province (Appendix 2), An Outline of Feasibility Study Report on Major Special Science and Technology Projects in Shanxi Province 2015 (Appendix 3), and Application Form on Budget of Major Science and Technology Projects in Shanxi Province (Appendix 4).

VI.  Bid submission

To submit a bid, the application documents should contain both Chinese and English versions, each in triplicate, with 30-60 minutes presentation Powerpoint material (two copies of discs for each language). All bidding application documents and Powerpoint materials should be sealed and stamped with official seals. The sealed folders should clearly indicate the project number, the project name, the name of bidder, cooperative units, organizing (recommending) departments, the project leader, the chief expert, details of contact persons including telephone numbers, and the submission date.

VII.  Bid opening and evaluation

(I)  Dates: Nov 3 - 6, 2015

(II)  Evaluation principles

1.  Capacity evaluation (Three levels: Strong/Medium/Weak)

1)  The bidders’ capacity to cooperate with international institutions, the status to collaborate with higher education and research institutions, and their ability to industrialize research achievements.

2)  The bidders’ production and operation status and their management level.

3)  The bidders’ investment in research and development

4)  The bidders’ ownership of intellectual property rights pertaining to the bids and their innovation and industrial application capability.

5)  The bidders’ R&D team, platform and conditions.

6)  The bidders’ capacity to industrialize a program.

2.  Priority evaluation (Three levels: Top priority/ Average/Low priority)

1)  The science and logic of the bidders’ budget and their capital standing and financing ability.

2)  The correlation and consistency of the bids and the bidders’ dominance in the related industry and fields with leading advances.

3)  The feasibility of bid goals and guaranteed timeline for completion.

4)  The advanced technology and commercial potential of the bids and the practicality of the implementation schemes, which may be confirmed after negotiation.

VIII.  Notices

1.  A blacklist system will be set up. Bidders, project leaders and bid evaluation members should undertake their jobs in accordance with the related laws and regulations. Violators of any rules who do not rectify their errors after being warned will be disqualified and entered on the blacklist.

This rule applies to all staff involved in the tender and those who violate the rules will be punished according to the related regulations and laws.

2.  In the bid opening and evaluation stages, bidding enterprises, chief experts and project leaders should make their presentations to the bid evaluation team via Powerpoint (bidders should bring interpreters if required). Other major researchers and financial staff may join the presentation on request. Cooperative parties with the bidders are also required to attend the bid opening and negotiations. In total, no more than nine people can participate in the bid opening.

3.  In the bid evaluation stage, the number of bidders that apply for one project should be no less than three; otherwise, the solicitor, the Shanxi Science and Technology Department, can authorize one bidder with prominent advantages to implement the project after approval by the provincial government. The project will be suspended if the solicitor of the tend fails to find a suitable bidder after authorization procedures, or if no bidder can meet the technology and commercialization requirements.

4.  Notification. Information on successful bidders will be published on www.sxinfo.gov.cn for seven working days, including project names, undertaking units, cooperative units, chief experts and project leaders.
